The 12th point of the Scout law is "A Scout is Reverent". He is reverent toward God. He is faithful in his religious duties, and respects the convictions of others in matters of custom and religion.
Being outdoors affords us a wonderful opportunity to experience the beauty of God's natural gifts to us and we should acknowledge those gifts as part of our activities. A Scouts' Own Service is a means to do that. The purpose of the Service is to set aside a bit of time for introspection and thanks. It is NOT a substitute for a regular service, nor is it a means to promote a particular religion or practice. What it IS is a special time for us to connect with God in our own way.
The Scouts' Own Service is normally prepared by the Troop's Chaplain Aide, or another Scout specially designated for that activity.
